How chess clubs work, everywhere

A club is just a local group that meets to play
There is no world authority that licenses chess clubs. Anyone can start one. What a club normally has: a regular meeting place and time, someone who organises, and a few sets and clocks.

Clubs affiliate to a national federation
To have results count toward official ratings, a club affiliates to its national federation — in Ethiopia, the Ethiopian Chess Federation. Affiliation typically means an annual fee, a named officer, and agreeing to the federation's rules and safeguarding policy.

The federation is the bridge to FIDE
National federations are FIDE members. FIDE does not register clubs or players directly — your federation issues FIDE IDs and submits tournaments for international rating. Clubs never deal with FIDE alone.

Legal status is a separate question
Sporting affiliation and legal registration are different things. A club that wants a bank account, a lease, or grant money usually also registers locally as an association or non-profit under national law.
